Neighbourhood change is moving quickly. National policy is reshaping how primary, community and social care are planned and delivered around local populations. Leaders are being asked to interpret NHS neighbourhood policy, influence without formal authority, build effective partnerships, respond to scrutiny and make practical decisions about future services and ways of working.

We help leaders manage this complexity while strengthening their longer-term capability and judgement. Our support is grounded in the realities of general practice, PCNs, federations, integrated neighbourhood teams and local systems, and is designed to create practical progress from the first conversation.

The library will continue to grow around the real questions members raise. Where appropriate, learning from individual challenges will be generalised and anonymised so that useful experience can be shared across the wider membership.

How the support works

Leading Neighbourhood Change combines leadership development, expert advice and practical support through an ongoing relationship with At Scale.

Each client has a dedicated At Scale lead who runs a monthly Teams session and remains their continuing point of contact. The session creates protected time to step back, look ahead, think strategically and work through the leadership decisions, risks and opportunities in front of you.

But leadership problems rarely arrive conveniently before a scheduled meeting. Your support therefore also includes up to a further hour each month, which can be used as two 30-minute advisory conversations when a specific issue needs attention.

When a question needs additional technical or specialist knowledge, we can draw on the wider At Scale team. This gives you a trusted lead who knows your context, backed by broader expertise when you need it.

And sometimes advice isn’t enough. Where a challenge needs more hands-on input, additional support can be agreed for work such as organisational development, service redesign, business cases, bid development, mobilisation or demonstrating impact. You get direct, bookable access to people who know you, your context and the decisions in front of you.

What is included

Neighbourhood Leadership starts with a six-month commitment because the support becomes more valuable as we get to know you, your organisation and your priorities.

Your monthly support includes:

  • A scheduled 50-minute Teams session focused on the leadership decisions, risks and opportunities in front of you.
  • A further hour of advisory support each month, which can be used as two 30-minute conversations when a specific issue needs more focused input.
  • Access to our member hub, including practical briefings, videos, papers and developing resources.
  • Access to relevant knowledge and specialist input from the wider At Scale team where appropriate.

Where you need us to do more than advise, additional hands-on support can be agreed separately and booked in 30-minute blocks or as a defined piece of work.

The result is flexible, cost-effective access to experienced support without having to commission a substantial consultancy project every time a new issue arises.
