About us

At Scale’s roots lie in public sector transformation, where the focus has always been on delivering meaningful change and lasting impact.

At Scale’s foundations go back to the early ‘90s when Mike Gill and Ken MacNeill came together to provide efficiency, bidding and competitive tendering support to local and central government clients. Both had a long history of working in public services as well as being rooted in performance improvement. Rachel Edwards joined the team in 2005 bringing expertise in strategic thinking, partnership development and project delivery. With a long history of working in the public sector she provided a real collaborative edge that strengthens our work on neighbourhood health and voluntary sector integration.

This coming together marked the beginning of a long partnership dedicated to innovative consultancy and public service improvement. Along with a belief in public services. We were called Libre Consulting back then and subsequently changed our name to At Scale when we started to work across other parts of the public sector, most importantly, health. (Actually, Mike saw the phrase used in one of the 10-Year NHS plans and liked it so much he renamed the company).

Alice Benton joined At Scale Directors, with a history embedded in the NHS commissioning and partnerships, contracts and transformation she provided that deeper understanding of the NHS systems, provider landscape, lived experience and patient outcomes.

Since the very start, we’ve maintained a strong focus on effective change and our belief in public services. But not public service at any cost. We have efficiency and improvement etched into us. We are all guided by a belief that real progress for citizens comes from marrying a clear strategic direction with effective on-the-ground results.

Understanding the move towards regional and neighbourhood working, forging partnerships, and engaging with frontline services became central themes. Understanding has need to change over the years as successive governments have proposed new ways to deliver services. This continues to shape our approach and reinforces the importance of being grounded in the realities of the communities our clients serve.

Our name, At Scale, reflects our ambition to deliver solutions that work not only in principle but in practice, at scale and across diverse contexts. Today, At Scale stands as a rare consultancy, distinguished by its deep understanding of policy and delivery, and three decades of experience in the field.

We believe neighbourhoods and strong public services are built through partnerships and practical delivery, supporting leaders who are committed to making a tangible difference. Not doing everything themselves but deploying infrastructure and assets that help support efficient delivery.
