The Need

LB Hounslow needed a robust business case for a new Social Care Academy to tackle chronic workforce shortages and reduce reliance on agency staff.

With recruitment pressures escalating, the council commissioned At Scale to develop an HM Treasury Green Book–compliant business case, shaping a sustainable pipeline of local social care talent.

What we did

We produced a business case, engaging senior leaders, universities and colleges, and consulting widely to ensure integration opportunities, stakeholder alignment and a realistic long-term workforce model.

Outcomes

The business case set out strategic, economic, commercial, financial and management foundations, with clear operating and implementation plans. Accepted in full by the executive board, it now underpins investment decisions and is being considered nationally as a model for long-term workforce reform.
