Our Commitment to Social Value

Social value isn’t just a procurement requirement we respond to – it’s why we do this work. We founded At Scale because we believe public sector transformation should leave communities stronger, not just services being reorganised. Every pound of public money carries responsibility, and every project creates opportunities to make a tangible difference beyond the immediate brief.

We work in neighbourhoods where resources are tight and expectations are high. Our clients need partners who understand that real transformation means investing in local capability, supporting fair employment, protecting the environment, and designing services that work for everyone.

Working with Your Values

There’s no standard social value package. We start every project by understanding what social value means to you and your community. What are the local priorities? Which inequalities need addressing? What does success look like for the people you serve? We co-design our approach to reflect those values, build commitments into project plans from the outset, track them alongside delivery milestones, and report back honestly on what we’ve achieved.

Environmental Responsibility

We’ve committed to achieving NetZero by 2030 because climate change affects the communities our clients serve and demands action from every organisation. Our operating model reflects this: predominantly remote and digital working; prioritising rail travel; grouping site visits to reduce journeys; operating paperless wherever possible; and selecting suppliers who share our environmental commitments.

We support our clients’ own sustainability goals – helping design low-carbon service models, incorporating environmental considerations into option appraisals, and ensuring procurement processes reward sustainable practice.

Equality, Diversity and Inclusion

Inclusive services require intentional design, genuine engagement with diverse communities, and a willingness to challenge assumptions about who services are really for.

We help clients understand and respond to the communities they serve through meaningful engagement that shapes service design from the ground up. This means creating accessible consultation processes, involving people with lived experience in co-production, and using data intelligently to identify and address health inequalities. We work with people who share our values for equity, dignity and fair practice, ensuring our team reflects the breadth of experience and insight our clients need.

Supporting Local Economies

When we work in a place, we invest in that place. Where possible, we use local suppliers and subcontractors because it keeps money circulating in local economies and builds stronger relationships.

More importantly, we leave capability behind. We develop local leaders, strengthen governance, build analytical skills, and create frameworks organisations can use long after we’ve finished. The best measure of our success isn’t how long clients need us – it’s how quickly they don’t.

We measure what we promise. Every project includes clear social value commitments agreed upfront. We track progress, report honestly on outcomes, and learn from what works and what doesn’t.
