The Need

Oasis Restore needed an inclusive procurement approach that genuinely encouraged third sector organisations to participate in delivering innovative services for vulnerable children.

Recognising that traditional subcontracting deters smaller providers, commissioners asked At Scale to design a more welcoming, accessible process to attract clinical and non-clinical third sector partners.

What we did

We designed and delivered an inclusive engagement and procurement process, from early informal conversations to a major market event, and developed specifications and evaluation criteria that reflected and valued third sector contribution. More traditional organisations welcomed the opportunity to workshop with third sector providers, discuss potential models, barriers and challenges and innovation led by lived experience. 

Outcomes

Commissioners and providers found the process highly valuable, with participants gaining clarity on procurement, building partnerships and showcasing lived experience. The event rated 4.7 out of 5 and set a precedent for inclusive procurement models, enabling meaningful third sector involvement.

At Scale created a genuinely inclusive process that empowered third sector voices. Their approach helped us attract partners whose expertise and lived experience will strengthen the support offered to vulnerable young people.
