Neighbourhood leadership: told to lead, left to it

There is no shortage of neighbourhood health policy. Frameworks, plans, ten-year visions and guidance on the guidance. What there is a shortage of is anyone to help you actually do it.

Ask a primary care or neighbourhood leader how they are finding it and you will hear a familiar story. They are asked to interpret national policy, build partnerships across organisations that do not report to them, influence without any formal authority, respond to scrutiny and keep services running, usually on top of a day job that was already full. The support on offer tends to be a webinar, a framework and a cheerful “you’ve got this”.

They have not, particularly, got this. Not through any lack of ability, but because nobody sensible could carry that load without somewhere to think, someone to test ideas on and occasionally someone who has done it before to say “try this instead”.

Generic leadership courses do not quite land either. A module on transformational leadership is little use at half past four on a Thursday when two partners disagree, the ICB wants an answer and the integrated neighbourhood team is looking at you. What leaders actually need is grounded, practical and available when the problem turns up, not the following quarter.
