Over recent months, At Scale has supported several major NHS primary care and clinical service procurements. Each brought demanding requirements, complex mobilisation expectations and exceptionally tight timescales, reinforcing one simple lesson: successful bids are rarely won simply by answering the questions well.
Today’s NHS procurements demand far more than good writing. Providers must rapidly understand the specification, develop a credible service model, engage partners, identify risks, produce robust mobilisation plans and create a compelling submission, all while continuing to deliver high quality frontline services.
One recent procurement required several independent organisations to come together around a single vision and present themselves as one integrated partnership. Some had never worked this closely before and others had, at different times, competed for similar opportunities. At Scale helped the partnership develop a shared operating model, align governance and shape a single narrative that reflected the strengths, experience and local knowledge of every organisation. Success depended as much on building consensus and trust as it did on producing the final submission.
At Scale never tries to replace a client’s voice. Instead, the focus is on helping organisations uncover it, organise it and communicate it clearly. The strongest bids are authentic, grounded in local knowledge and supported by credible evidence rather than generic procurement language.
Looking ahead, these skills will become even more important. The NHS is increasingly signalling a move towards larger neighbourhood-based contract models, with greater collaboration and services designed around populations rather than individual organisations. As these models emerge, providers will need to demonstrate not only clinical excellence but also strong partnerships, integrated governance and the ability to present a compelling vision for delivering joined-up care at scale.
At Scale believes this represents one of the biggest changes in NHS procurement for many years. Organisations that invest now in collaborative working, strategic thinking and specialist procurement expertise will be best placed to succeed. In a changing NHS, great procurement submissions are not simply written, they are built.
